Make it mandatory that all pages/content be enabled with a simple satisfaction rating of that page/content. Perhaps using the 5 star rating. Current ACSI surveys are too bulky and limit the number of responses (13% response rates are "good"). A simple "Was the content on this page helpful?" or similar would be more effective and could be mashed-up into dashboards for measuring individual author, subsite, search engine, ...more »
Federal communications to the citizen should not be biased with political motives or agendas. While this is a near impossible endeavor, it is probably the single most valuable one to take on. (IMHO) Citizens should be able to TRUST the government agencies and what they have to say. Right now, the political appointees govern too much of what IS actually said, for political gain. There is a ton of waste in agencies that have deployed multiple management systems for web. Eliminate most of the waste by requiring them to consolidate it immediately. No reduction in service levels, reduced cost.
This function should no longer lie in the hands of Agency CIO's because it is no longer an IT function. It is a communications function and should lie in communicator's hands. GSA should establish an objective panel of communications professionals to evaluate new requests. They should also be mandated to deny most of them.
Any and all non-secret government funded studies and/or collected data should be required to be published to the internet. No exceptions.
